அறிக்கை
சாதிகளின் இன்றைய உருநிலை

சாதிசார்ந்து உருவாகி வரும் சமகால மாற்றங்களை உள்வாங்கி சாதி இன்று என்ற விரிவான அறிக்கையை தலித் செயல்பாட்டிற்கான சிந்தனையாளர் வட்டம் (Intellectual Circle for Dalit Action, ICDA) சார்பாக சி.லட்சுமணன், ஸ்டாலின்ராஜாங்கம், ஜெ.பாலசுப்பிரமணியம், அ.ஜெகநாதன், அன்புசெல்வம் ஆகியோர் எழுதியிருக்கின்றனர். விரைவில் வெளிவரவிருக்கும் அந்த அறிக்கையிலிருந்து சில பகுதிகள்.

தமிழ்ப் பகுதி சார்ந்து சாதிகளின் தோற்றம் காலம் தோறும் அவை பெற்று வந்த மாற்றங்கள் ஆகியவற்றை விரிவாக ஆராய்ந்த ஆய்வுகள் ஏதும் இல்லை. திராவிட இயக்கம் உருவாக்கித் தந்த பிராமணர் ஜ் பிராமணரல்லாதார் என்ற எளிமைப்படுத்தப்பட்ட எதிர்வுதான் சாதி பற்றிய புரிதலாக இன்று வரையிலும் செல்வாக்கோடு நிலவி வருகிறது. சாதியின் இன்றைய எதார்த்தத்தை முழுமையாகப் புரிந்துகொள்ள இந்த எதிர்வு பயன்படவில்லை. மாறாக பிராமணர் எதிர்ப்பும் சாதி இந்துக்களின் எழுச்சியும் மட்டுமே இங்கு சாத்தியமாகி இருப்பதோடு அவை கேள்விக்கு உட்படுத்தப்படாமலும் இருக்கின்றன. பிராமணரல்லாதார் எழுச்சியே ஒடுக்கப்பட்டோருக்கு எதிரான இன்றைய எழுச்சியாக வடிவம் கொண்டிருக்கிறது.
சாதிகளின் தோற்றம், சாதி அமைப்பில் பிராமணர்களுக்கு இருக்கும் பங்கு முதலானவை குறித்து மிகத் தீவிரமாக மதிப்பீடு செய்த அம்பேத்கர் சாதியின் தோற்ற நிலைகள் ஏற்கெனவே இங்கு இருந்ததாகவும் அதை அமைப்பாகவும் கருத்தியலாகவும் மாற்றியது மட்டுமே மனுவின் வேலையாக இருந்தது என்றும் கூறுகிறார். ஆரிய இனம் பற்றிய இனக்கருத்தாக்கத்தை ஏற்றுக்கொள்ளாத அம்பேத்கர் போலச்செய்தல், சாதி படிநிலை வரிசை, அகமணமுறை ஆகிய கூறுகள் சாதியின் தோற்றத்திலும் வளர்ச்சியிலும் பெற்றிருக்கும் இடங்களை எடுத்துக் காட்டினார். இதில் பிராமணர்கள் வகித்த முதலிடத்தைச் சுட்டினார். சாதி ஒழிப்பு நவீன அரசியல் சூழலால் உருவான கருத்தியலாகும். நவீன இந்தியாவின் சிந்தனையாளரான அம்பேத்கரின் தனித்த பங்களிப்பாக 'சாதி ஒழிப்பு' என்கிற கருத்தியல் அமைந்தது. சாதி ஒழிப்பை சனநாயகச் செயலாக முன்வைத்தார் அம்பேத்கர். சாதி ஒழிப்பில் தீண்டாமையைப் பிரயோகிக்கும் தீண்டப்படும் சாதிகளுக்கும் பெரும்பங்கு இருக்கிறது என்பதை அவர் சுட்டிக்காட்டினார். இந்த வகையில் அனைவரும் இணைந்து வாழும் அரசியல் ஜனநாயகத்தை அவர் வலியுறுத்தினார். சாதியை பிராமணர்களோடு இணைத்து விளக்கினாலும் அதில் அவர்களுக்கு மட்டுமே பங்கு இல்லை என்பதையும் சாதியின் பெயரால் பயனடையும் அனைத்துச் சாதிகளுக்கும் அதில் பங்கு இருப்பதையும் அவர் சுட்டிக் காட்டினார். அதனால்தான் அவர் தீண்டப்படுகிற (Touchable) தீண்டப்படாத (Untouchable) என்கிற சமூக எதிர்வை முன் வைத்தார். இவ்வாறு சாதியமைப்பில் பிராமணர்களுக்கு இருக்கும் பங்கை சுட்டிக்காட்டுவதினாலேயே அதனால் பலன் பெறும் பிற சாதிகளை காப்பாற்றும் கோட்பாட்டை, அரசியல் நீதியாக அவர் பேசவில்லை. 'நான் பிராமணியம் என்று குறிப்பிடுவது பிராமணர்கள் ஒரு சாதியாக இருந்து பெறும் அதிகாரம், நலன் ஆகியவற்றை மட்டுமே குறிப்பிடவில்லை. சமத்துவத்துக்கு எதிரான, சகோதரத்துவத்துக்கு எதிரான கூறுகளைக் குறிப்பிடுகிறேன்' என்று அம்பேத்கர் கூறினார்.

அந்த வகையில் பிராமணியம் என்பது பிராமணர்களிடம் மட்டுமல்ல அது தலித்துக்களிடம் இருந்தாலும் அவற்றை ஆதிக்க குணமாகவே கருத வேண்டும். அதுவே சாதியின் பண்பு. இத்தகைய அணுகு முறையைச் சொல்லியதன் வாயிலாக 'சாதி ஒழிப்பு' என்கிற கருத்தியல், பிராமணர் என்ற ஒற்றைச் சாதிக்கு எதிரான பிரச்சினையாக மட்டும் சுருக்கி விடாமல் அதனை ஒரு பரந்து விரிந்த தளத்தில் ஜனநாயக வடிவமாக மறுஉருவாக்கம் செய் வதில் அம்பேத்கர் ஆர்வம் காட்டினார்.

காலனிய அதி காரம் மற்றும் காலனி யத்துக்குப் பிந்தைய அரசியல் அதிகாரம் ஆகியவற்றின் மூலம் நடந்த மாற்றங்களின் காரணமாக சாதி அமைப்பு பெற்றிருக் கும் பரிமாணங்களை மதிப்பிட்டுப் பார்க் கிற ஆய்வு அணுகு முறை என்பது இங்கு அறவே பின்பற்றப்படவில்லை. தலித்துக்களை மிகத் தீவிரமாக ஒடுக்கத் தொடங்கியுள்ள எண்ணிக்கைப் பெரும்பான்மைச் சாதிகளின் சாதியத்தை உரிய அளவிற்கு கண்டுகொண்டு விவாதிக்காமல் 'பிராமணர் எதிர்ப்பு' என்கிற பழைய கருத்தியலை மட்டுமே பயன்படுத்துவதால் சமகாலத்திய எண்ணிக்கை பெரும்பான்மைச் சாதிகளின் அதிகாரம் கேள்விக்குட்படுத்தப்படாமல் தொடர்கிறது. ஒடுக்கப்படும் சாதிகளின் கோபம் பிராமணர்களை நோக்கி மட்டுமே திரும்ப வேண்டும் என எதிர்பார்க்கப்படுகிறது. இது அரசியல் தளத்தில் மட்டுமல்லாது சிந்தனைத் தளத்திலும் ஆழமாக வேரூன்றியுள்ளது. இச்செயல்பாடுகள் பிற்படுத்தப்பட்டோர் சார்பு சிந்தனையின் ஆதிக்கத்தையே காட்டுகின்றன. ஆனால் தமிழ்ச் சூழலில் இதுவரைப் பேசப்பட்டு வரும் பிராமண எதிர்ப்பு எனும் கருத்தியல் பிராமணரல்லாதோரிடம் அதிகாரத்தைக் கொண்டு சேர்ப்பதில்தான் முடிந்திருக்கிறது. எனவே இன்றைய சாதி அமைப்பின் பெயரை 'பிராமணியம்' என்று கொள்வதைவிட 'சாதியம்' என்று கொள்வதே பொறுத்தமானது.
இன்றைய சாதி குழுக்களைப் பொதுநிலையில் நான்கு பிரிவாகப் பார்க்க இந்த அறிக்கை முயற்சிக்கிறது.
1. தீண்டப்படாத சாதிகள்
2. பிராமணர்கள்
3. பிராமணரல்லாத எண்ணிக்கை பெரும்பான்மைச் சாதிகள்
4. பிராமணரல்லாத எண்ணிக்கை சிறுபான்மைச் சாதிகள்

தீண்டப்படாத சாதிகள்:

இந்தியாவில் தீண்டப்படாத சாதிகளைக் குறிக்கும் Scheduled Caste என்கிற தொகுப்பு காலனியகாலத்தில்தான் வகைப்படுத்தப்பட்டது. இவ்வாறு ஒரே பட்டியலில் அடக்கப்பட்டிருந்தாலும் இவை அதனளவில் தனித்தனி சாதிகளே. இடம், தொழில், மொழி, பண்பாடு சார்ந்து வேறுபட்ட பண்புகளைக் கொண்டவையாகும். இப்பட்டியலுக்குள் கொணரப்படாத காலத்திற்கு முன்பு வரையிலும் இச்சாதிகள் தனித் தனியாகவே இயங்கி வந்தன. அதேபோல தங்கள் மீது திணிக்கப்பட்ட இழிவிற்கு எதிராகவும் தனியாகவே போராடின. இவ்வாறு போராடி வந்த போதிலும் 1911 ஆம் ஆண்டின் மக்கள்தொகை கணக்கெடுப்பின் போதுதான் காலனிய அரசு தீண்டப்படாதாருக்கான வரையறைகளை திட்டவட்டமாக முன்வைக்க முயன்றது. ஏறக்குறைய 10 வகையான முறைகளை அடிப்படையாகக் காட்டி தீண்டப்படாதோரை வரையறுத்தது. இன்றைய தீண்டப்படாத சாதிகள் யாவும் அந்தப் பத்து வரையறைக்குள்ளும் முழுமையும் அடங்கத்தக்கன என்று கூறமுடியாவிட்டாலும் நடைமுறையில் தீண்டப்படாத குழுவாகவும் சமூக அதிகாரம் மறுக்கப்பட்ட குழுவாகவும் ஏதேனுமொரு வகையில் இழிவு சுமத்தப்பட்ட வகுப்பாகவும் இருந்தவர்களை தீண்டப்படாதோர் பட்டியலில் காலனியம் அடக்கியது. சாதி ரீதியாக இழிவு காணுவதிலும் சமூகப் பண்பாட்டு நடைமுறைகளில் ஒற்றுமை இருந்தமையாலும் இந்தியா முழுவதிலும் இருந்து இத்தகைய அரசியல் ரீதியிலான பட்டியலாக்கம் உருவாக்கப்பட்டது. இப்பட்டியல் உருவாக்கத்தின்போது இதில் இடம் பெறவும் விலகிடவும் இச்சாதியினரிடையே போராட்டங்கள் நடந்தன. இப்பட்டியலில் இடம் பெறுவது குறித்த ஓர்மை சில சாதிகளுக்கு இருந்தன. சில சாதிகளுக்கு இல்லை. ஆனால் நவீன கால அரசியலில் இப்பட்டியலாக்கம் முக்கிய இடத்தைப் பெற்றது. நவீன அரசியல் வெளியில் உருவாகி வந்த இத்தகைய பட்டியலாக்க முயற்சிகளுக்குப் பின்னர் அம்பேத்கரின் அரசியல் ரீதியான வருகை நிகழ்ந்தது. தீண்டப்படாத குழுக்களுக்கிடையேயான வேறுபாடுகளை அறிந்திருந்தாலும் சாதியின் பெயரால் சமூக அரசியல் அதிகாரம் மறுக்கப்பட்டவர்கள் என்ற வகையில் இந்திய அரசியலில் இக்குழுவினரை அரசியல் அழுத்தம் தரத்தக்க ஒரு குழுவாக மாற்ற எண்ணிக்கை அளவிலான ஒருங்கிணைவு அவசியம் என்பதை அம்பேத்கர் உணர்ந்திருந்தார். சமூக உரிமைகள் மறுக்கப்பட்டு வரும் இக்காலத்திலும் இவர்களை இன்றைய அரசும் கட்சிகளும் மதிப்பதற்கு ஒரே காரணம் அவர்கள் ஒரே பட்டியலில் எண்ணிக்கை அளவில் ஒருங்கிணைக்கப்பட்டிருப்பதே ஆகும்.

காலனிய காலம் தொடங்கி சுதந்திர இந்தியா வரையிலும் தீண்டப்படாதவர்கள் என்று கருதப்படும் தலித்துகளின் மேம்பாட்டிற்காக அரசு சலுகைகள் அளித்து வருகின்றது. இங்கு சமூக உரிமைகளில் எந்த பாத்தியதையும் பெற முடியாமலிருக்கும் அவர்களுக்கு இருக்கும் ஒரே வழி அரசியல் ரீதியான வாய்ப்பான இடஒதுக்கீடு மட்டும்தான். இந்திய அரசியலில் சாதி மட்டுமே அதிகாரத்திற்கான தவிர்க்க முடியாத வழியாக ஆக்கப்பட்டுவிட்ட நிலையில் இன்றைய அதிகாரத்தால் ஒடுக்கப்படும் தலித்துகள் அதிலிருந்து மீளுவதற்காக அதே அதிகாரத்தினை அடைய விரும்புகின்றன. இந்நிலையில் அதற்காக அவை மீண்டும் சாதியையே கைக்கொள்ள விரும்புகின்றன. அதனால் சமூகத்தின் சாதி உளவியலுக்கு தீண்டப்படாத சாதிகளும் சென்று சேர்கின்றன. தத்தமது அடையாள உருவாக்கத்தில் ஈடுபடும் தீண்டப்படாத சாதிகள் இன்றைய அதிகாரத்திற்கு தேவைப்படும் எண்ணிக்கை பலம் போன்றவற்றில் ஈடுபடுவதோடு தங்களுக்கு கீழிருப்பதாகக் கருதும் சாதியை தாழ்ந்த சாதியாகப் பார்த்து விலக்கும் பண்பையும்கூட எடுத்துக்கொள்ள எத்தனிக்கின்றன. இது படிநிலைப்பட்ட சாதிய சமூக உளவியலின் வெற்றி எனலாம்.
எல்லாவற்றுக்கும் சமச்சீரற்ற சமூக அமைப்பே காரணமாகும். இன்றைய சமகால சமூகச் சூழலில் தலித்துகளுக்கு ஒரே வாய்ப்பாக உள்ள இடஒதுக்கீடு கூட முறைப்படி நடைமுறைப்படுத்தப்படவில்லை. ஆனால் இந்த ஒதுக்கீடு குறிப்பிட்ட ஒரு பகுதியில் வாழும் தாழ்த்தப்பட்ட சாதிகளில் பெரும்பான்மையாய் உள்ள சாதிக்கானதாக மாறிவிடும் அபாயமும் இருக்கிறது. கல்வி, வேலைவாய்ப்பு ஆகிய அளவில் இப்பெரும்பான்மைவாதம் அமைந்துள்ளது. ஆனால் அனைத்து தாழ்த்தப்பட்ட சாதிகளும் ஒரே இடத்தில் பெரும்பான்மையாய் இருக்க முடிவதில்லை. அதேபோல இதில் தாழ்த்தப்பட்ட சாதிகளுக்கு மட்டுமே பொறுப்பு இருப்பதாகவும் கூற முடியாது. இப்பெரும்பான்மைவாதத்தை எந்த விதத்திலும் சாதி இந்துக்கள் பெற்றிருக்கும் சமூக அரசியல் கலாச்சார பெரும்பான்மைவாதத்தோடு ஒப்பிட முடியாது.

கிராமச் சூழலில் உடலுழைப்பு மட்டுமே தலித்துகளின் உரிமையாக இருக்கிறது. மற்றபடி ஊர் பொதுச் சொத்துக்களின் குத்தகை ஏலம் மூலம் லாபம் பெறுகிறவர்களாக இருப்பதில்லை. கோயில் நிலம், கண்மாய் மீன், மரங்கள் போன்ற சொத்துக்களில் ஏலம் கோர முடிவதில்லை. அதைப் போல கிராம நிர்வாக அமைப்பில் கிராம நிர்வாக அலுவலர், எழுத்தர் போன்ற பணிகளிலோ சாலை அமைத்தல் ஊர் மராமத்து போன்ற பணிகளிலோ தலித்துகள் நுழையவோ இலாபம் பெறவே முடிவதில்லை. கடந்த சில பத்தாண்டுகளில் தலித்துகள் மீதான வன்முறைகள் ஏலம் உள்ளிட்ட பொதுச் சொத்துகள் மீதான உரிமை கோரலால் நடந்தவையும் அடங்கும். (1992 மதுரை மாவட்டம் சென்னகரம்பட்டி). தமிழகத்தின் அனைத்துக் கிராமங்களிலும் கள ஆய்வு என்று மேற்கொண்டால் சூத்திர சாதிகளின் அதிகாரத்திற்கான இந்த வன்முறைகளை வெளிப்படையாக அறிய முடியும். இதேபோலச் சிறு நகரம், நகரம் என்ற அளவில் வாகன நிறுத்தம், கழிப்பறை, பொது மார்க்கெட், டெண்டர் சார்ந்த பணிகளில் தலித்துகளுக்கு எத்தகைய பங்கும் இருப்பதில்லை. பொது இடத்தில் ஒரு டீக்கடை கூட தலித் ஒருவரால் வைக்க முடிவதில்லை.

தலித்துகள் உழைப்பின் மூலமாக லாபமீட்டும் போது பெரும்பான்மை எண்ணிக்கை சூத்திர சாதிகளால் தடுக்கப்படுகின்றனர். பெரும் வன்முறைக்கு ஆளாக்கப்படுகின்றனர். கொடியங்குளம் (1993) தொடங்கி தருமபுரி (2012) வரையிலான வன்முறைகளில் தலித்துகளின் பொருளாதார மேம்பாடுமீது நடத்தப்பட்ட தாக்குதலாக அமைந்திருப்பதைப் பார்க்கலாம். ஒரு கணக்கிற்காக 1947க்குப் பின்னர் என்று வைத்துக்கொண்டாலும் தலித்துகளிடம் பெரும் இலாபம் சேகரமாகவில்லை என்பதைப் பார்க்க முடியும். உபரி தரக்கூடிய எந்த வேலைவாய்ப்பும் அவர்களுக்கு அளிக்கப்படவில்லை.

பிராமணர்கள்:-

இந்தியச் சாதிய தோற்ற நிலைகளைச் சாதியெனும் அமைப்பாக ஆக்கியதிலும் அது இன்று வரையில் நிலைத்திருப்பதற்கான கருத்தியல் பின்புலமாகவும் இருப்பவர்கள் பிராமணர்கள். சாதியை மத அமைப்பின் பகுதியாக மாற்றியவர்கள் இவர்களே. இடைநிலைச் சாதிகள், தலித்துகள் உள்ளிட்ட பல்வேறு குழுவினர்களையும் இன்று வரையிலும் தாழ்ந்தசாதிகளாகக் கருதி தங்களை மேலிருத்திக் கொண்டிருக்கிறார்கள். இன்றைய அரசு, நிர்வாகம், நீதித்துறை, விஞ்ஞானம், ஊடகம் போன்ற தீர்மானகரமான தளங்களில் பிராமணரல்லாதவர்களின் செல்வாக்கு ஏற்பட தொடங்கியிருப்பினும் அவற்றில் பிராமணர்களின் ஆதிக்கம் குறைந்துபோய் விடவில்லை.

தமிழ் வரலாற்றைப் பொறுத்த அளவில் சங்க இலக்கியங்களிலேயே அந்தணர்கள் என்கிற புனித சாதி பற்றிய குறிப்பு வருகிறது. ஆனால் அதிகாரச் சாதியாக இருந்திருப்பதற்கான குறிப்புகள் இல்லை. இத்தகைய புனித அதிகாரம்மூலம் மெல்ல மெல்ல பிற்காலங்களில் சமூக அதிகாரத்தை அடைந்தவர்களாக பிராமணர்கள் மாறினர். எனினும் பிராமணர்கள் அரசை நிர்வகித்ததற்கான சான்றுகள் இல்லை. மாறாக அரசை நிர்வகிப்பதற்கு ஆலோசகர்களாக இருந்துள்ளனர். அதன்மூலம் பிராமணர்களுக்கு நில உரிமை உள்ளிட்ட வாய்ப்புகள் கிடைத்துச் செல்வாக்கடைந்தனர். அரசுக்கும் பிராமணருக்குமான இத்தகைய உறவில் பிராமணரை மட்டுமே அடையாளம் காட்டும் ஒற்றைச் சார்பு பார்வையே இங்கிருக்கிறது. மாறாக வட்டார அளவிலான அரசுகளுக்குப் பிராமணர்களைப் பராமரிக்க வேண்டிய அவசியம் ஏன் வந்தது? இதில் தமிழ் அரசுகளின், அதிகாரக் குழுக்களின் நோக்கம் என்ன? என்கிற கேள்விகளே எழுப்பப்பட்டதில்லை. உண்மையில் இவ்விசயத்தில் பிராமணருக்கு இணையாகவோ அல்லது அதிகமாகவோ தமிழ் மற்றும் தெலுங்கு சாதி அரசுகளுக்கும் பங்குண்டு.
நம் அரசின் அதிகாரத்தை மக்கள் ஏற்பதற்கும் எதிர்க்காமல் இருப்பதற்கும் இங்கிருந்த அரசுகளுக்கு கருத்தியல் தேவைப்பட்டது. அரசதிகாரத்தை புனிதமாக்குவதற்குப் பிராமணர்களின் ஆன்மீக அதிகார உதவி தேவைப்பட்டிருக்க வேண்டும். 
அரசமமைப்புக்குட்படாத அடங்காத குழுக்களை அடக்குவதிலும் சாதியமைப்பு இறுக்கமடைந்த பின்னால் அவற்றை அதிகார நலனுக்குட்பட்டதாக மாற்றிக் கொள்வதிலும் இராணுவ அமைப்பே எப்போதும் உதவியாய் இருந்ததில்லை. அத்தகைய இராணுவ அமைப்பைப் போரில்லாத காலத்திலும் காத்துவரக் கூடிய பலம் பெற்றவையாய் அரசுகள் இருந்ததில்லை. இவ்விடத்தில் அரசுகளுக்குப் புனித அதிகாரம் அதிகம் உதவியிருக்கிறது. பல்லவர் காலம் தொடங்கி நாயக்கர் காலம் வரையிலான மன்னர்களாலும் பிந்தைய ஜமீன்தார்கள் மற்றும் பண்ணையார்கள் வரையிலும் நிலங்கள் உள்ளிட்ட தானங்கள் பிராமணர்களுக்கு அளிக்கப்பட்டன. பிராமணர்கள் வழங்கும் இடத்தில் எப்போதும் இருந்ததில்லை. இவ்வாறு வரலாறு முழுக்க அவர்கள் வலுப்பெற்றிருந்ததே உள்ளூர் பிராமணரல்லாத அரசுகளாலும் குடிகளாலும்தான். பிராமணரல்லாதவர்களின் உள்ளூர் அதிகாரம் மற்றும் சாதி ஆதிக்கத்தை தக்க வைப்பதற்கான கருத்தியல் வடிவத்தை தந்தவர்கள் என்பதால்தான் இத்தகைய சலுகைகள். இவ்விருதரப்பாருக்கும் இடையே இவ்வித உறவே நிலவின. எனவே பிராமணர் எதிர்ப்பு குறித்து பேசும்போது வரலாற்று ரீதியாக மதத்திற்கும் சாதிக்குமான கூட்டுறவைப் பிராமணருக்கும் பிராமணர் அல்லாதாருக்குமான கூட்டாகவும் அவை இருந்ததையும் கணக்கில் கொண்டுதான் விமர்சிக்க வேண்டும். ஆனால் இன்றைக்குப் பிராமணரை மட்டுமே மொத்தப் பிரச்சினைக்குமான பொறுப்பாக்கி விமர்சிப்பது பிராமணரல்லாதாரின் நலன்களைக் காத்துக்கொள்ளும் உத்தி.

வரலாற்று ரீதியான இந்த உறவு நவீன காலத்தின் தொடக்கம்முதல் இன்றுவரை தொடர்கின்றது. இன்றைக்கும் இந்துமத அமைப்புகளின் நிர்வாகிகளாகவும் தங்களை உண்மையாகவே இந்துவாக உணரும் வாக்காளர்களாகவும் இருப்பது தமிழ் இடைநிலைச் சாதிகளேயாவர். ஏனென்றால் இங்கு சாதியுணர்வும் அதற்கான மத ஆதரவும் ஒன்றாகி இருக்கிறது. இந்திய அளவில் வழங்கப்படும் இன்றைய இந்து மதத்திற்கு வட்டார அளவில் வழங்கப்பட்டுவரும் சாதிய அமைப்புக்களே இராணுவப் பாதுகாப்பு. சாதியமைப்பை மதத்தின் புனித நூல்கள் நியாயப்படுத்துகின்றன. இவ்வாறுதான் மதத்திற்கும் சாதிக்குமான கொள்வினை கொடுப்பினை நிலவுகிறது. இரண்டையும் பிரித்தறிய முடிவதில்லை. தமிழ்ச் சூழலில் பிராமணர் எதிர்ப்புக்காக தங்களை இந்துக்கள் இல்லை என்று சொல்லிக்கொள்கிறவர்கள் கூட சாதி நடைமுறைகளிலிருந்து விலகுவதோ தங்களை இன்ன சாதி இல்லை என்றோ சொல்லிக் கொள்வதில்லை. மேலும், கடவுள் மறுப்பு பேசிக் கொண்டே தமிழ்ச்சூழலில் இந்துவாகவும் இருக்க முடியும். சாதி அந்த அளவிற்கு வலுப்பெற்றிருக்கிறது.
பிராமணர்கள் இன்றைய அளவில் கைக்கொண்டிருக்கும் அதிகாரத்திற்கு வந்தடைந்தது காலனிய காலத்தில் தான். காலனிய காலத்தில் நவீன அதிகாரம் உருவாகியபோது அதனை உடனடியாகக் கண்டு கொண்டு உள்நுழைந்தவர்கள் பிராமணர்களே. ஆனால் பிராமணர்களுக்கு கொடையளிக்கும் நிலையிலிருந்த உள்ளூர் உடைமை சாதிகள் இந்த புதிய அதிகார வருகையை தங்கள் அதிகாரத்திற்கும் கீழாகப் பார்த்தனர். ஆனால் உருவாகிவந்த புதிய அதிகாரம் தவிர்க்க முடியாதது என்பதை அவர்கள் உணர்ந்து கொண்டபோது அதிகார நிலைகளில் பிராமணர்கள் நிறைந்திருந்தனர். இதை எதிர்த்துதான் 20 ஆம் நூற்றாண்டின் ஆரம்பத்தில் பிராமணரல்லாத உடைமைச் சாதிகளால் பிராமணரல்லாதார் அமைப்புத் தொடங்கப்பட்டது. பிற்காலச் சோழர் காலம் முதலே பிராமணர்களுக்கும் வேளாளர்களுக்குமான அதிகாரத்திற்கான போராட்டம் நடந்து வந்ததின் தொடர்ச்சிதான் அது.
அதே வேளையில் காலனிய காலத்தில் உருவான சாதிய வரையறை பிராமணர்கள் பார்வையின் கீழ் நடந்தது. பிராமணர்களின் மனுதர்மம் என்கிற எழுத்து ஆவணம் சொல்லுகிற வர்ணசாதிய வரையறையை எழுத்தை ஆதாரமாகக் கொண்ட ஐரோப்பிய அதிகாரவர்க்கம் ஏற்று அதற்கு தகுந்தபடி இந்திய சமூத்தை புரிந்துகொள்ளவும் பகுத்துக்கொள்ளவும் விரும்பியது. இதற்கு எதிராகவும் அதில் இடம் பெறவும் இந்தியாவின் பல்வேறு வட்டாரங்களிலிருந்தும் பல்வேறு சாதிகளின் எழுச்சி நடந்தது. ஆனால் இத்தகைய புனிதப் பிரதிகள் வழியாக இந்து மதம் என்ற ஒன்றை ஐரோப்பியர் உதவியுடன் கட்டமைத்து, மதத்திற்கான தேசமாக உருவாகி வந்த இந்தியாவை இணைப்பதில் பிராமணர்கள் ஆர்வம் காட்டினர். இச்செயல்பாட்டிற்கு இந்திய தேசியவாதம் என்கிற நவீன சொல்லாடல் கை கொடுத்தது. அந்த வகையில் இந்தியாவின் உயர் அதிகார வர்க்கம் இன்றைக்கும் பிராமணர்களே. ஆனால் பல்வேறு சமூகங்களின் எழுச்சி, கல்வி, இந்தியப் பாராளுமன்ற தேர்தல்முறை, இடஒதுக்கீடு ஆகிய காரணங்களால் இந்தியாவின் பல்வேறு மாநிலங்களிலும் உள்ள சாதிகள் பலம் பெற்றுள்ளன. இப்போக்கு பிராமண சாதியின் இந்தியத் தன்மையை அசைத்திருக்கிறது. பிராமணர்களின் அதிகாரம் குலைந்துவிடவில்லை என்றாலும் அது முன்பு போலில்லை. அவர்களின் அதிகாரம் மேற்கண்ட சூழல்களால் பெருமளவிற்கு கட்டுப்படுத்தப்பட்டுள்ளது. பிராமணரல்லாதவர்களின் எழுச்சி தவிர்க்க முடியாதது என்பதைப் பிராமணர்கள் அறிந்திருந்தாலும் தங்களின் முந்தைய அதிகாரம் கட்டுப்படுத்தப்பட்டு விட்டது என்று தீராத மனக்குறை அவர்களிடம் உண்டு. இந்தக் கோபம் திறமையின்மை, ஊழல், இடஒதுக்கீடு ஆகியவற்றிற்கான எதிர்ப்பாக வெளிப்படுகிறது. அதற்கான கருத்தியல் பரப்பு ஊடகங்கள் மூலமாகவும் உருவாக்கப்பட்டு வருகிறது. பிராமணர்கள் வாய்ப்பிருக்கும்போது உயர் அதிகாரத்தையும், வாய்ப்பில்லாதபோது பிராமணரல்லாத பெரும்பான்மையினரையும் அண்டி நின்று கொள்கின்றனர். அரசியல் ரீதியாக சாதி மறுப்பில் ஆர்வம் கொண்ட பிராமணரல்லாதார் போல பிராமணர்களும் உண்டு. மொத்தத்தில் பிராமணர்கள் ஆதிக்க சாதி களாகவே உள்ளனர்.

பிராமணரல்லாதார் எண்ணிக்கை பெரும்பான்மை சாதிகள்:

எண்ணிக்கை பெரும்பான்மைச் சமூகம் என்பது இடை நிலைச் சாதியினரே. இந்து மத ரீதியாக அடையாளப் படுத்த வேண்டுமானால் பிராமணர்களை 'மத இந்துக்கள்' (Religious Hindus) என்றும் இடைநிலை வகுப்பினரை 'சாதி இந்துக்கள்' (Caste Hindus) என்றும் அழைக்கலாம். இன்றைய சாதியமைப்பு கொள்கையளவில் இந்துமத எல்லைக்குள்ளிருந்து இயங்கி வந்தாலும் நடைமுறையளவில் இந்தியாவிலிருக்கும் பிற மதங்களையும் பற்றி நிற்கிறது. சாதி அமைப்பு மதத்திற்கு முந்தையதாக இருப்பதோடு மதத்தின் ஆசி பெறாமலும் இயங்க வல்லதானது என்கிற காரணத்தினால் இந்த அறிக்கை மேற்குறிப்பிட்ட இந்தச் சொல்லாடல்களில் இருந்து விலகி, சாதி அமைப்பை அடிப்படையாகக் கொண்டு சாதி இந்துகள் எனப்படும் இடைநிலைச் சாதியினரின் அதிகார நிலைமையைப் பொறுத்து அணுகுகிறது.

மறவர், அகமுடையார், கள்ளர், கொங்கு வேளாளக் கவுண்டர், வன்னியர், நாடார், யாதவர் உள்ளிட்டோர் எண்ணிக்கைப் பெரும்பான்மைச் சாதியினர் ஆவர். இவர்கள் உடைமைச் சாதியினரின் ஏவலர்களாகவும் படையினராகவும் இருந்து அவர்களின் ஆதிக்கத்தைப் பாதுகாத்தவர்களாகவும் இருந்தனர். நவீன அரசியல் அதிகாரத்தினாலும் தேர்தல் முறையினாலும் திராவிட இயக்க அரசியல் ஆதாயத்தினாலும் ஆதிக்கம் பெற்ற சாதியினராக தற்காலத்தில் மாறி இருக்கின்றனர். அரசு மற்றும் உடைமைச் சாதியினரின் ஏவலர்களாக இருந்து வந்ததன் காரணமாக வன்முறைக்கு (Muscle Power) பழக்கப்பட்டிருந்ததினால் சமகால அரசியல் அதிகாரத்தையும் அதைப் பாதுகாப்பதற்கான வன்முறையையும் இயல்பாகக் கைக்கொண்டவர்களாக உள்ளனர். இவர்கள் இன்று ஆதிக்க சாதிகளாக மாறி இருப்பதில் வன்முறைக்கு முக்கியப் பங்கு இருக்கிறது. கூட்டமாக சேர்ந்த தாக்குதல், மிரட்டுதல், பறித்தல், கொலை போன்றவற்றை கூறலாம். இது ஒரு வகையில் சாதி குழுவுக்கான வடிவமாகும். அரசியல் திரட்சி, வட்டித் தொழில், உள்ளூர் அதிகாரத்தில் பங்கெடுத்தல் போன்றவற்றில் இப்போக்கே அதிக செல்வாக்கு கொண்டிருக்கிறது. இந்நிலையில் சாதி அதிகாரம் மீறப்படும்போது உள்ளூரில் ஆதிக்க சாதி உடல் வன்முறையில் ஈடுபடுகிறது.

சமூக அதிகாரம், சமகாலத்தின் அரசியல் அதிகாரம் ஆகியவற்றின் வழியாக இவர்களே தலித்துகளை நேரடியாக ஒடுக்கி வருகின்றனர். காலனியத்திற்குப் பின்பான திராவிட அரசியலின் எழுச்சிக்குப் பின்பு பிற்படுத்தப்பட்டோர் என்ற அரசியல் அடையாளத்தின் மூலம் இட ஒதுக்கீட்டையும் சமூக மூலதனத்தையும் தனதாக்கிக் கொண்ட இந்தப் பிரிவினர் இந்தக் குறைந்த கால இடைவெளியில் பெரும் அதிகார சக்திகளாக மாற்றம் பெற்றுள்ளனர். இத்தகைய அதிகார மாற்றம் சாதி அமைப்பை குலைப்பதற்குப் பதில் அதை வலுவாக்கி இருக்கிறது. சாதிய வலிமையை தக்க வைப்பதே அதிகாரத்தை தக்க வைக்க பயன்படும் என்பதை இச்சாதிகள் தீவிரமாக உணர்ந்துள்ளன. இந்த வாய்ப்பு அதற்கு முன்பிருந்தே தாழ்த்தப்பட்டோர் என்கிற அடையாளத்தின் மூலம் வகைப்படுத்தப்பட்ட தீண்டப்படாத சாதிகளுக்கு கிடைக்கவில்லை. அது மறுக்கப்பட்டு வந்தது. இந்த முரண்பாட்டை இடஒதுக்கீட்டில் நடந்த ஏற்றத் தாழ்வுகள், திராவிட அரசியல் வழி நடந்த அதிகார மாற்றங்கள் ஆகியவற்றின் வழியே புரிந்துகொள்ள வேண்டும். இத்தகையப் போக்குகள் தென்னிந்திய அளவிலும் இந்திய அளவிலும் நிகழ்ந்துள்ளன என்பதை அண்மைக்கால ஆய்வுகள் காட்டுகின்றன. ஏறக்குறைய 50 ஆண்டுகளுக்குப் பிந்தைய இன்றைய நிலையில் பிற்படுத்தப்பட்டோர் என்ற வகையினத்தையும் அது பெற்றிருக்கின்ற அரசியல் மாற்றங்களையும் பரிசீலனைக்கு உட்படுத்த வேண்டும்.

எண்ணிக்கை பெரும்பான்மை சாதியினர்தான் இன்றைய அரசியல் - சமூக - பொருளாதாரத் தளம் எங்கும் ஊடுருவி அனைத்து வகை அதிகாரங்களையும் கைப்பற்றிக் கொண்டுள்ளனர். உதாரணமாக தேர்தல் முறைமூலம் தேர்ந்தெடுக்கப்படும் பிரதிநிதிகளை எடுத்துக்கொண்டால் தொடக்க காலத் தேர்தல்களில் பிராமணர், வேளாளர், செட்டியார், முதலியார் உள்ளிட்ட உடைமைச் சாதியினர் அதிகமாகவும் இடைநிலைச் சாதியினர் குறைந்த அளவிலும் பங்கு பெற்றதைப் பார்க்க முடியும். ஆனால் படிப்படியாக உடைமைச்சாதியினரின் அரசியல் பிரதிநிதித்துவம் குறைந்து பெரும்பான்மைச் சாதியினரின் பிரதிநிதித்துவம் மட்டுமே செல்வாக்குப் பெற்றிருப்பதைப் பார்க்கிறோம். இதில் பிராமணர்கள் முற்றிலுமாக ஓரங்கட்டப்பட்டுவிட்டனர். உடைமைச்சாதியினர் கட்டுப்படுத்தப்பட்டுள்ளனர். பெரும்பான்மை சாதியினர் மட்டுமே இன்று கோலோச்சி வருகின்றனர். இச்செயல்பாடுகள் அரசியல் தளத்தில் மட்டுமல்லாது சமூகப் பொருளாதார ஏகபோகத்திலும் தீவிரமாகப் பிரதிபலித்து வருகிறது.

சிறு ஏலம்முதல் பெரும் டெண்டர்வரை அரசியலில் செல்வாக்குச் செலுத்தி வரும் பெரும்பான்மைச் சாதியினரே கைப்பற்றிக் கொள்கின்றனர். அரசு சார்ந்த வளர்ச்சித் திட்டங்களும் நிதி ஆதாரங்களும் இவர்களின் சமூக மூலதனத்தைப் பெருக்கி இருப்பதோடு, அதன் லாபத்தை அரசியலுக்கும் நீட்டித்து அதிகாரத்தை மேலும் தக்க வைத்துக் கொள்ளப் பயன்படுத்துகின்றனர். இந்த நிலைக்குச் சவாலாக விளங்கும் அடித்தட்டு மக்களின் சமத்துவக் குரலை அடித்து, நசுக்கக்கூடிய நிலையை இச்சூத்திர சாதியினரே கைக்கொண்டுள்ளனர். இதில் பிராமணரல்லாத சாதிகள் என்கிற வகைமையும் அதில் அடங்கியுள்ள சாதிகளுக்கிடையிலான நலன்களும் ஒன்றுக்கொன்று முரணானவையாக இருந்த போதிலும் அவை மறைக்கப்பட்டு தலித்துகளை ஒடுக்குவதில் ஒரே கண்ணோட்டம் கொண்டவர்கள் என்ற முறையில் தலித்துகளை எதிரியாகக் காட்டி ஒருங்கிணைய முடிகிறது. தங்களுக்கிடையே முரண்பாடுகள் இருந்தாலும் தங்களுக்கு கீழாகக் கருதப்படும் சாதியினர் என்றும் மீட்சி பெறக் கூடாது என்பதில் ஒத்த கருத்து கொண்டவர்களாக இருக்கிறார்கள். இது சாதி முறை உருவாக்கியிருக்கும் உளவியல் ஆகும்.

பிராமணரல்லாத எண்ணிக்கை சிறுபான்மைச் சாதிகள்:
இதில் இரண்டு வகை உண்டு.

1) வேளாளர், ரெட்டியார், நாயக்கர், முதலியார், செட்டியார், உடையார் உள்ளிட்ட உடமைச் சாதியினர் முதல் வகையினர். இவர்கள் எண்ணிக்கையில் குறைவாக இருந்தபோதும் மன்னராட்சி நெருக்கம், சொத்துடைமை, சமூக அதிகாரம் ஆகிய காரணங்களினால் அதிகாரம் பெற்ற பிரிவினராக இருந்து வருகின்றனர்.

2) அதிகாரமற்ற சூத்திர சாதிகள் கம்மாளர், வேளார், கொசவச்செட்டி, வாணியச் செட்டி, மருத்துவர், ஒட்டர், பண்டாரம் போன்றவர்கள் இரண்டாம் வகையில் அடங்குவர். இவர்கள் எண்ணிக்கையில் குறைவாக இருந்தபோதிலும் தீண்டத்தக்க சாதிக்குழுக்களாகும். ஆனால் சமூக அளவில் அதிகாரமற்றவர்கள். சில இடங்களில் செல்வாக்காகவும் சில இடங்களில் வறிய நிலையிலும் உள்ள இவர்களில் பலர் உடைமைச் சாதியினருக்கும், சூத்திர சாதியினருக்கும் சேவை வகுப்பினராக செயல்படுகின்றனர். 'பிற்படுத்தப்பட்டோர்' பட்டியலுக்குட்பட்டு எத்தகைய அதிகாரங்களையும் இக்குழுக்கள் பெறவில்லை. அதிகாரத்திற்கான எண்ணிக்கை விளையாட்டில் மோசமாகக் காயம்பட்டவர்கள் இவர்கள். அதைப் போன்று அரசு மூலதனம் என்பதை நுகராத குழுக்களும் இவர்களே. ஒட்டு மொத்தத்தில் பிற்படுத்தப்பட்டோர் என்னும் ஒதுக்கீட்டினால் பயன்பெறாத (அரசியல், கல்வி, அதிகாரம், பொதுவளம்) குழுக்களாக இவர்களை அடையாளப்படுத்தலாம்.

இவை தவிர வேறு சில குழுக்களும் இன்றைய சாதியமைப்பில் கணக்கில் கொள்ள வேண்டியவர்களாக உள்ளனர். பொது சமூகத்தில் கலக்காமல் தனித்து வாழும் பழங்குடிகள், சிறு சிறு இனக் குழுக்கள் போன்றவற்றை இவ்வாறு கூறலாம். இன்றைய அதிகாரத்தில் சிறிதளவு கூட இடம் பெறாத குழுக்களாக இருப்பினும் சிவில் சமூகத்தோடு இணைந்து வாழத் தொடங்கும் தருவாயில் ஏற்கனவே அங்கிருக்கும் சாதிமயப்பட்ட சமூகம் தலித்துக்கள் மீது பிரயோகிக்கும் தீண்டாமையை உள்வாங்கிக் கொள்வதன் மூலம் அதைப் பின்பற்றக் கூடியவர்களாக மாறிவிடுகின்றனர். இது இந்தச் சமூகத்தின் முக்கிய முரண்பாடாக சாதிதான் இருக்கிறது என்பதை மேலும் உறுதிபடுத்துகிறது. இந்நான்கு வகைக்குட்பட்டு மட்டுமே சாதிகள் இயங்குகின்றன என்ற இறுக்கமான விதிகள் ஏதுமில்லை. இதற்குள்ளே சிறு சிறு மாற்றங்களும் இருக்க முடியும் என்பதை ஏற்கிறோம். இந்த நான்கு வகைமைகூட எதிர்காலத்தில் மாற்றத்திற்கு உள்ளாகக்கூடும்.

மேலே சொல்லப்பட்டவர்களில் எண்ணிக்கை பெரும்பான்மை சாதிகளை தவிர்த்து மற்றவர்கள் இன்றைய ஜனநாயக முறையினாலும் திராவிட அரசியல் கருத்தினாலும் எண்ணிக்கை பெரும்பான்மை வாதத்தினாலும் அதிகாரத்திலிருந்து விலக்கப்பட்டவர்களாக உள்ளனர். எண்ணிக்கையில் குறைவாக இருப்பதால் அரசியலில் மேலோங்கி உள்ள சாதிப் பெரும்பான்மை வாதம்தான் இதற்கு அடிப்படைக் காரணம். அதற்கு எதிரான கோபம் வேளாளர் உள்ளிட்ட எண்ணிக்கை சிறுபான்மை ஆதிக்க சாதிகளிடம் இருந்தாலும் தலித்துகளோடு தங்களை இணைத்துக்கொள்ள அவர்கள் விரும்புவதில்லை. ஏனெனில் தங்களின் அதிகாரம் பெரும்பான்மை இடைநிலைச் சாதிகளால் பறிபோய்விட்டதால் இத்தகைய கோபம் கொண்டிருக்கிறார்களேயொழிய சாதி மறுப்புக் கண்ணோட்டத்தில் கோபம் கொண்டிருக்கவில்லை. தலித்துகள்மீது தீண்டாமையைப் பிரயோகிப்பதிலும் குறிப்பான சூழலில் தாக்குதலில் ஈடுபடுகிறவர்களாகவும் செயல்படுகின்றனர். பல தருணங்களில் பெரும்பான்மைச் சாதிகளோடு இணைந்து தலித்துகள் மீது தாக்குதல் தொடுப்பவர்களாகவும், தலித்துகளுக்கு எதிராகப் பெரும்பான்மை ஆதிக்க சாதிகளோடு அணி சேர்பவர்களாகவும் இருக்கின்றனர். ஒரு வகையில் இத்தகைய கூட்டு பெரும்பான்மை சாதிய வாதத்தின் வெற்றியாகவும் தலித் எதிர்ப்பு மனோபாவமாகவும் இருக்கிறது.

ஆசிரியன்

ஆசிரியன் என்பவனது செயல்பாடுகள்தான் கடந்த இருபது முப்பது வருடங்களில் எவ்வளவு மாறிப்போனது. எங்கள் கிராமத்தில் அம்பேத்கர் தொடக்கப் பள்ளியில் விநாயக மூர்த்தி என்றொரு வாத்தியார் இருந்தார் அவர் மிகவும் கண்டிப்பானவர். யாராவது அன்று பள்ளிக்கூடம் வரவில்லையென்றால் நேராக அந்த சிறுவன்/சிறுமியின் வீட்டிற்கு சென்று வராததின் காரணம் என்ன என்று விசாரிப்பார் சரியான காரணம் (உடல் நிலை சரியில்லை போன்ற) இல்லை என்றால் தூக்கிக்கொண்டு வந்து விடுவார். கிராமக் குழந்தைகள் கல்வி கற்றால்தான் முன்னேற்றம் காண முடியும் என்பதில் முடிவாக இருந்தார். தினமும் பள்ளிகூடம் வரும்போது கையோடு ஊசி நூலையும் எடுத்து வருவார். யாருக்கெல்லாம் உடைகள் கிழிந்திருக்கிறதோ அதை அவரே தைத்து கொடுப்பார். இன்றும் எங்கள் கிராமத்தில் இவரை நினைவு கூறாத பெரியவர்கள் யாரும் இருப்பதில்லை. 

பங்கர் வாடி எனும் குஜராத்தி நாவல் ஒன்று சில வருடங்களுக்கு முன்பு படித்தேன் அதில் ஒரு ஆசிரியன் எந்த வசதியும் இல்லாத ஒரு குக்கிராமத்திற்கு வேலைக்கு வருவான். அவன் வெறும் வகுப்பு எடுப்பவனாக மட்டுமே இருக்க மட்டான். அந்த கிராமத்தின் பொது நிகழ்வுகளில் அனைத்திலும் கலந்து கொள்வான். அந்த கிராமத்து இளைஞர்களுக்காக ஒரு பெரிய விளையாட்டு அரங்கை பல இன்னல்களுக்கிடையில் அவன் எவ்வாறு கட்டிமுடிக்கிறான் என்று நாவல் விவரித்துச் செல்லும். தற்போது ஒரு ஆசிரியன் தினமும் வகுப்பு எடுத்தால் மட்டும் போதும் அவன் மிகச்சிறந்த ஆசிரியன் என பெயர் வாங்கி விடுவான். ஒரு கருத்தரங்கில் ஜவஹர்லால் நேரு பல்கலைக்கழக பேராசிரியர் கோபால் குரு என்னிடம் மிகவும் வருத்தப்பட்டு தெரிவித்த விசயம் என்னவென்றால் ஆறாவது சம்பள ஆணையம் (2008) வந்து கல்வி சூழலையே முற்றிலும் மாற்றிவிட்டது. பேராசிரியர்களுக்கு கிடைக்கும் வருவாயின் மிச்சத்தை வேறு எதிலாவது மூதலீடு செய்து (ரியல் எஸ்டேட், வட்டிக்கு கொடுப்பது, தேங்காய் மண்டி, அரிசி மண்டி இப்படி பல) அதை கவனிப்பதிலேயே தங்களது நேரத்தையும் உழைப்பையும் செலவழிக்கின்றனர். தன்னிறைவான சம்பளம் கிடைத்தால் குடும்பம் வறுமையை போக்க ஆசிரியர்கள் பகுதி நேர வேலை (டியூசன்) பார்க்க வேண்டிய அவசியம் இல்லை இதனால் தங்களது முழு கவனத்தையும் கல்விப்பணியில் செலுத்த முடியும் என்ற நியாயப்படுத்தல் எவ்வளவு தவறாகிப்போனது. இதன் விளைவு ஆசிரியர் மற்றும் பேராசிரியர் வேலைகள் வாங்க பல லட்சங்களுக்கு விற்கப்படுகின்றன. இப்படி வேலை வாங்கும் போது மூதலீடு போட்ட தொழில் போல ஆகி விடுகிறது ஆசிரியன் வேலை. இந்திய பிரதமர் மன்மோகன் சிங் இந்தியப் பல்கலைக் கழகங்களின் தரம் குறித்து மிகவும் கவலை தெரிவித்துள்ளார். அமைப்புப் பிரச்சனை என்று சொல்லி போராட்ட அழைப்பு விடுப்பதா அல்லது இது தனி மனித ஒழுக்கப்பிரச்சனை ஆகவே ஒவ்வொருவரும் மாற வேண்டும் என்று சொல்லி நம் வாயை நாமே மூடிக்கொள்வதா. இந்த மோசமான சூழலில் நாம் வாழ்வதால்தான் நமக்கு அமீர் கான் இயக்கிய தாரே ஜமீன் பர், சமீபத்தில் தமிழில் வெளியான சாட்டை போன்ற திரைப்படங்கள் மிகவும் பிடித்துப்போகின்றன. Utopian உலகம் எப்போதுமே நமக்கு பிடிக்கத்தானே செய்யும். அரசு கல்லூரிகள் பல்கலைக்கழகங்களை நம்பியிருக்கும் ஏழை மக்கள், தலித்துகள் மற்றும் கிராமத்தினருக்கு எதிரான நடவடிக்கைகளாகவே இதை பார்க்கவேண்டும். ஏனென்றால் உயர் கல்விக்காக அரசு கல்வி நிறுவனங்களை சார்திருப்பது அவர்கள் மட்டுமே. இந்த மக்களுக்கான சுகாதாரம், கல்வி, பாதுகாப்பு அனைத்துமே அரசின் கருணையால் மட்டுமே நடக்க வேண்டியுள்ளது. ஆனால் இவை அனைத்திலும் ஊழல் மலிந்து கிடப்பது அம்மக்களுக்கான அடிப்படை உரிமைகளை மறுப்பது என்பதை தவிர வேறென்ன இருக்க முடியும்.

வரலாறு என்னும் விடுதலைக்கருவி

சமீபத்தில் சென்னையில் ஒரு புத்தக வெளியீட்டு விழாவில் கலந்து கொண்டேன். 'தலித் சுதந்திரப் போராட்டம்' என்ற தலைப்பில் கேப்டன் கலியபெருமாள் எழுதிய அந்த புத்தகம் அம்பேத்கரின் வருகைக்குப் பின் நடைபெற்ற போராட்டங்களை விரிவாக விவரிக்கிறது. குறிப்பாக தலித்துகள் குளத்தில் இறங்கி நீரருந்தக் கூடாது என்ற தீண்டாமைக்கு எதிராக தாழ்த்தப்பட்ட மக்களை திரட்டி அம்பேத்கர் நடத்திய போராட்டம், கலாராம் கோவில் நுழைவுப் போராட்டம், சட்டரீதியான போராட்டங்களான இரட்டை வாக்குரிமை போன்றவற்றை கவனப்படுத்துகிறது இந்நூல். சுதந்திரப் போராட்டம் என்றதுமே நமெக்கெல்லாம் ஞாபகத்திற்கு வருவது இந்திய தேசிய போராட்ட வரலாறுதான். ஆனால் ஒடுக்கப்பட்ட மக்கள் தங்களின் சமூக உரிமைக்காக கடந்த காலங்களில் நடத்திய போராட்டகளை சுதந்திரப்போராட்டம் என்று கூறலாமா? என்ற கேள்வி யாருக்கும் எழலாம். ஏனெனில் சுதந்திரம் எனும் கருத்தாக்கம் அந்நியதேச பிடியிலிருந்து விடுபட்டு இந்திய தேசம் என்பது உருவான அரசியல் விடுதலையாக மட்டுமே புரிந்து கொள்ளப்பட்டுள்ளது. தலித் மக்களுக்கான அடிப்படை உரிமைகளான குடிநீர், கோவில் நுழைவு, பொதுப்பாதையில் நடக்கும் உரிமை போன்றவற்றை மறுத்த சொந்த தேசத்து ஆதிக்க சாதிகளை எதிர்த்து நடந்தப் போராட்ட வரலாறுகளை ஏன் சுதந்திரப் போராட்டங்களாக நாம் புரிந்து கொள்ளவில்லை. காலனிய சுரண்டலை எதிர்ப்பது என்பது வீரமார்ந்த செயலாகவும் சொந்த நாட்டு மக்களையே சுரண்டும் சாதி, தீண்டாமை போன்றவற்றை எதித்தப் போராட்டங்கள் தேச ஒற்றுமைக்கு குந்தகம் விளைவித்தப் போராட்டங்களாக இன்றளவும் பார்க்கப்படுகின்றன. அதாவது சுதந்திர வரலாறு என்றாலே அது இந்திய தேசிய சுதந்திர வரலாறாகத்தான் இருக்க வேண்டும் என்று சமூக போராட்ட வரலாறுகள் கவனம் கொள்ளப்படாமல் இருக்கின்றன. இது ஒருபுறம் இருந்தாலும் சமூக விடுதலை குறித்து செயல்பட்டு வருபவர்கள் சமூக போராட்ட வரலாறுகளை எழுதியும் பேசியும் வருகின்றனர். இன்னும் சொல்லப்போனால் சாதி ஒழிப்பு, சமூக விடுதலை போன்றவற்றில் நம்பிக்கை கொண்டவர்கள் இன்றளவும் வரலாறு எனும் கருவியை நம்பிகொண்டிருப்பவர்களாக இருக்கின்றனர். இந்தச்சூழலில் முதலுக்கே மோசம் என்பது போல வரலாறு என்பதே புறக்கணிக்கப்படக்கூடிய ஒன்றாக இருக்கிறது.

தொழிலையும் தொழில்நுட்பத்தையும் நம்பும் கூட்டம்

ஒரு குறிப்பிட்ட சமூகக்குழு இங்கிருக்கக்கூடிய மரபார்ந்த ஒடுக்குமுறைகளிலிருந்து விடுபட சீர்திருத்தவாதிகளால் கல்வி மற்றும் பொருளாதார முன்னேற்றமே தொடர்ந்து பரிந்துரைக்கப்பட்டு வந்துள்ளது. அதாவது ஒடுக்கப்பட்ட மக்கள் நன்றாக கல்விகற்று அதன் மூலம் அரசு அல்லது தனியார் வேலைவாய்ப்புகளை பெற்று நிறைய சம்பாதித்து தங்களது பொருளாதார நிலையை உயர்த்திக்கொள்ள வேண்டும். அப்படிச் செய்வதின் மூலம் தீண்டாமை மற்றும் சாதிகொடுமைகளிலிருந்து தங்களை விடுவித்துக்கொள்ள முடியும் என்ற செயல் திட்டம் பல்லாண்டு காலமாக பேசப்பட்டும் நம்பப்பட்டும் வருகிறது. இதற்கு முன்னுதாரணமாக நாடர்களை எப்போதும் சுட்டிக்காட்டுவதுண்டு. அதாவது தலித் மக்கள் தங்களுக்குள் மகமை அமைத்துக்கொண்டு பல சிறு அல்லது பெரு வியாபாரங்களை தொடங்கவேண்டும். நுகர்வோர்களாக இருக்கக்கூடிய தலித் மக்களை வாடிக்கையாளர்களாக மாற்றுவது என்பதாகும். இந்த இரண்டு திட்டங்களிலும் ஒடுக்கப்பட்ட மக்களிடமே அவர்களின் முன்னேற்றத்திற்கான தீர்வு இருக்கிறது அதை விட்டுவிட்டு கடந்தகால ஒடுக்குதல்கள், போராட்டங்கள், தத்துவங்கள் போன்றவற்றை பேசிக்கொண்டிருப்பதில் என்ன பயன் இருக்கப்போகிறது என்கிற தொனியே இருக்கிறது. மேற்சொன்ன தீர்வுகள் மிகவும் எளிதானவையாகத்தான் தோன்றும், ஆனல் சமூக யதார்த்தம் அவ்வாறு இல்லை என்பதுதான் ஒவ்வொரு கலவரங்களிலும் வன்கொடுமைகளிலிருந்தும் நாம் புரிந்து கொண்டுள்ளோம். சமூக விடுதலைக்கு மாற்றாக முன்னேற்றம் என்பதை மட்டுமே முன்னிருத்தி கல்வி, பொருளாதார முன்னேற்றம் போன்றவைகளை தலித்துகளுக்கு பரிந்துரை செய்கின்றனர். மருத்துவம், பொறியியல், எம்.பி.ஏ இன்னும் பலவிதமான டெக்னாலஜிகளை படியுங்கள் சுய முன்னேற்றம் பெறுங்கள் சமூகத்தை மறங்கள் இதுவே நமக்கு இடப்படும் கட்டளை. அப்போதுதான் இப்போதிருக்கும் சமூகநிலையில் எந்த மாற்றமும் ஏற்படாமல் பாதுகாக்க முடியும். மேலும் இவை தலித்துகள் மத்தியில் ஒரு மேட்டுகுடியை உருவாக்குவதை தவிர வேறொன்றுமில்லை. இதற்கு எதிரானதாகவே வரலாறு, சமூகவியல், இலக்கியம் போன்றவை கற்பதும் கற்பிக்கப்படுவதும் எழுதப்படுவதும் பார்க்கப்படுகின்றன.

வரலாற்றை நம்பும் கூட்டம்

சமூக ஒடுக்குதலுக்கு எதிராக போராடிய தலைவர்களில் இன்றளவும் மக்கள் மத்தியில் செல்வாக்கு செலுத்துபவர்கள் வரலாற்றை போதித்தவர்களே. அயோத்திதாசர், அம்பேத்கர், பெரியார் போன்றோர் இன்றைய நிலையை மாற்ற கடந்த காலத்தை புரிந்து கொள்ள வேண்டும் என்றனர். சாதியை ஒழிக்க வேண்டுமானால் சாதி எவ்வாறு தோன்றியது, சமூகத்தில் அது எவ்வாறு நிலை பெற்றது என்பதை தெரிந்து கொள்ளும் பொருட்டு 'சாதியின் தோற்றமும் அதன் வளர்ச்சியும்' என்ற வரலாற்று நூலை எழுதினார் அம்பேத்கர். அதன் பின்பு வரலாற்றை கற்றதன் மூலம் சாதியை ஒழிப்பதற்கான எதிகால திட்டத்தையும் முன்வைத்தார். அதாவது சாதியின் தோற்றத்திற்கும் நிலைபேறுக்கும் இந்து மதமும் அகமண முறையுமே அடிப்படை காரணங்கள் இந்த இரண்டிலிருந்தும் வெளியேறுவதின் மூலம் மட்டுமே சாதியை ஒழிக்க முடியும் என்று நம்பினார். அயோத்திதாசரோ, தீண்டாமை சாதி போன்றவை இங்கிருந்த பூர்வ பௌத்தர்களுக்கு எதிராக இந்து மதத்தினரால் ஏற்படுத்தப்பட்ட ஒன்று என்ற வரலாற்றை முன்வைத்து மீண்டும் பௌத்த மதத்திற்கு திரும்புவதன் மூலமே சாதியை ஒழிக்க முடியும் என்று நம்பினார். பெரியாரோ ஆரியரின் வருகையே சாதியின் தோற்றத்திற்கு காரணம் என்ற வரலாற்றை முன்மொழிந்தார்.

மேற்சொன்ன சமூக மாற்றத்துக்கான மூன்று கருத்துக்களுமே வரலாற்றை அடிப்படையாடகக் கொண்டு தோன்றியவை. அதாவது நிகழ்கால பிரச்சனைகளுக்கான தீர்வுகளை வரலாற்றிலிருந்தே தொடங்கவேண்டும் என்பதும் அந்த வரலாறே ஒடுக்கப்பட்ட மக்களை விடுதலை செய்யும் என்பதும் நியதி. ஆகவேதான் தலித் விடுதலையை நோக்கமாக கொண்டு வெளிவரும் புத்தகங்கள் வரலாற்றுப் புத்தகங்களாகி விடுகின்றன. அதேபோல தலித் விடுதலையை முன்வைக்கும் இயக்கங்களும் வரலாற்றை முன்மொழிகின்றன. 'வரலாறு தெரியாதவர்களால் வரலாறு உருவாக்க முடியாது' என்ற சொற்றொடரை மேடையெங்கும் முழங்குகின்றனர்.

வரலாற்றை கற்பித்தல்

இங்கு வரலாற்றை கற்பித்தல் என்பதை தமிழகச் சூழலில் கல்விப்புலத்தில் வரலாற்றை கற்பிப்பதாக புரிந்து கொள்ள வேண்டும். பள்ளிகளில் பத்தாம் வகுப்பு தேறியவுடன் அதிக மதிப்பெண் பெற்றவர்கள் கணிதப்பிரிவிற்கும், அதைவிட குறைவான மதிப்பெண் பெற்றவர்கள் அறிவியல் பிரிவிற்கும் மூன்றாம் தர மதிப்பெண்கள் எடுத்தவர்கள்தான் வரலற்றுப்பிரிவுக்கும் அனுப்பப்படுகின்றனர். இந்தப்பிரிவினை உயர்கல்விவரை எதிரொலிக்கிறது. அதாவது பன்னிரெண்டாம் வகுப்பில் குறைந்த மதிப்பெண் பெற்ற மானவர்களுக்கு வரலாற்றுப் பாடம் அல்லது தமிழ் இலக்கியம் போன்ற பாடபிரிவுகளே கல்லூரிகளில் தரப்படுகிறது. இன்று தமிழகத்தின் கல்லூரி மற்றும் பல்கலைக்கழக வரலாற்றுத்துறைகளில் பயிலுபவர்கள் பெரும்பாலும் தலித் மாணவர்களாகவும், கிராமப்புற பிற்படுத்தப்பட்ட மாணவர்களாகவும் உள்ளனர். இங்கு அவர்கள் என்ன படிக்கிறார்கள் கல்வியின் தரம் போன்றவை ஒருபுறமிருக்கட்டும். அதை எழுதப்புகுந்தால் தனிப்புத்தகம் எழுதவேண்டும். இங்கு கவனப்ப்டுத்த வேண்டியது வரலாறு என்பது ஒருபுறம் சமூக மாற்றத்திற்கான அறிவாக முன்வைக்கப்படுகிறது. ஆனால் அதே வரலாற்றுக்கல்வி ஒதுக்கப்பட்ட ஒரு கல்வியாகவும் வரலாற்றை படிக்கும் மாணவர்கள் தீண்டப்படாதவர்களாகவும் பார்க்கும் போக்கு இருந்து வருகிறது. இங்குள்ள அனைத்து தனியார் கல்லூரிகளும், பல்கலைக்கழகங்களும் மருத்துவம், பொறியியல் இன்னும் பல டெக்னாலஜிகளை விற்பதில் மட்டுமே குறியாக இருக்கின்றன. வரலாற்றுக் கல்வியை புறக்கணிப்பது என்பது நேரடியாக ஒடுக்கப்பட்ட மக்களின் விடுதலையை புறகணிக்கும் ஒன்றாகவும் மறைமுகமாக அதைக்கற்கும் ஒடுக்கப்பட்ட மாணவர்களுக்கு எதிரானதாகவுமே பார்க்க முடியும். வரலாறு எம்மை விடுதலை செய்யும் என்பது உண்மைதான் ஆனால் வரலாற்றை யார் விடுதலை செய்வது.

Villupuram Atrocity: Physical and Symbolic Violence against Dalits[*]

Abstract: This paper describes the violence against Dalits in Villupuram in 1978, by the caste Hindus. By using the concept of symbolic violence it critically analyses the content of the Report of R. Sadasivam Commission, which was constituted by the Tamilnadu Government to enquire the violence. It also explains how the Dalits counter the symbolic violence by preparing and publishing their own report. From the comparison of these two reports the study demonstrates how the state upholds the system of caste by supporting the views of dominant castes.

Looking back the Violence
            Periyaparaichery (Big Paraiyar Colony) is situated near the vegetable market and bus station, considered as the center place of Villupuram city. This settlement has dalits mostly engaged as load men and coolie labourers in the vegetable market. The shops in the market are owned by dominant caste Hindus of Mudaliyar, Vanniyar, Nadar and also Muslims (In violence Muslims took active part). Though the Vanniyars were the ground level executors of the violence, other caste Hindus played a vital role by providing economic and moral support to the violators. As Dalits are numerically in majority (in 1978 around 5000 in 2011 around 8000) they never faced any physical atrocity from other dominant castes. This numerical strength gave the Dalits a moral strength to counter any physical violence. M. Jothilingam and T. Loganathan were the respectable people among the Dalits. The former was a business man and latter was the Congress party man. Both of them enjoyed respect from the Dalits of Priyaparaichery. Loganathan was a strict Gandhian follower; he never allowed liquor shops to be opened in the Periyaparaichery. Jothilingam owned a truck and also ran a cooperative store, in which around 300 Dalits worked. This position gave them the power to mediate the petty issues that arose not only among the Dalits but also among the caste Hindus. This respectable position of Dalits and their presence in the center place of the city always irked the caste Hindus.
            Salammal, a Dalit woman was molested by a Vanniyar caste man Kaliyamoorthy alias Kaliyan,who was  a vegetable vendor in the market. Salammal’s husband Shanmugam – worked as a truck driver with Jothilingam – went to Kaliyan’s place with other seven Dalits to enquire about the molestation  which ended in the attack of Kaliyan by Shanmugam and other Dalits. Based on the advice of Kamaraj Vegetable Market Vendors Association's President Annamalai, Kaliyan lodged acomplaint against Shanmugam and others. But the caste Hindus assumed that the police will not take any action against the Dalits, so they called for the closure of shops and a procession demanding to take police action against the Dalits who attacked the Vegetable vendor. In that procession anti Dalit slogans were raised like ‘Displace Dalits from the center part of the city’, ‘Paraiyans wives our concubines’.  The accused Dalits later surrendered in the police station. After this the police convened for a peace meeting between the two parties. But the caste Hindus boycotted the meeting and they called for a secret meeting in a place called Muthuthoppu. They collectively decided to attack the Periyaparaichery. In the same night a few cycle rickshaws of the Dalits were torched and the rickshaw men were attacked by the caste Hindus and also torched nearly eight huts of the Dalits. The next morning (25th July) Dalits in order to retaliate, attacked the caste Hindus and also torched their houses. In the end of the violence, twelve Dalits were brutally murdered and many huts were burned down. After the two days of violence twenty two more huts of the Dalits were torched and also many were damaged.

 After the violence, the Congress leader Jegajeevanram, Janata party leader Chandrasekar, Tamilnadu assembly opponent party leader Karunanithi and Chief Minister M.G.R. visited the affected areas. This external pressure necessitated the Tamilnadu Government to form an Enquiry Commission. The Commission was formed on 29.07.1978. Regarding this violence 41 caste Hindus were accused and among them 34 were arrested. In the court judgment three accused were sentenced to death (later it was reduced as life conviction) and life sentence were given to 27 people. Later many of the life convicted were released as their convictions were reduced.

Sadasivam Commission Report and Symbolic Violence
            Pierre Bourdieu, who coined the term, symbolic violence, is the gentle, hidden form of violence takes when overt violence is impossible.[1] When we critically analyse the report we understand that the Commission Report is a deliberate symbolic violence against Dalits. On 31.07.1978 Justice Sadasivam took charge as the Chairman of the Commission. From 10.08.1978 onwards, the Commission started its enquiry and submitted its report after six months. The Commission Report (150 Pages) was prepared with the support of 211 witnesses and 310 material evidences. The Dalits questioned the objectivity of the chairman of the Commission Justice Sadasivam since he belonged to the Mudaliyar caste. In the violence the Mudaliyars played a vital role, so the dalits believed that the enquiry will be a biased one. At that time the Tamilnadu Law minister was K. Narayanasamy Mudaliyar. The Chief Minister nominated Sadasivam as the chairman of the Commission, only by the recommendation of the Law minister. When the Commission started its enquiry, the Dalit leaders decided not to cooperate with the Commission, but after the intervention of the Dalit Leader L. Ilayaperumal and Dalit Congress Member of Parliament Maragatham Chandrasekar, Dalit activists and leaders changed their decision. They believed that with the evidences available they could get justice.
            The Report says that this violence is the reaction of the non-Dalits against the anti social elements among Dalits, so there is no caste discrimination behind the violence. But the Report agrees that the violence took place only after Dalits’ huts were set on fire and 12 victims were Dalits. This statement is the only truth of the report. But it never raised the doubt whether the violence took place because of caste hatred or discrimination. When it narrates the sequence of the violence it states that “it appears that the Nandanar Street was first set on fire on 24.07.1978” and in another statement it states that “it seems the violence took place after attacking the rickshaw pullers and their rickshaws”. Here we must note that whenever the Report explains the damage of Dalits it used the words of ‘appears’ and ‘seems’. But while narrating the version of caste Hindus it strongly holds its tone that “the vegetable vendors could not tolerate the rowdyism of Periyaparachery” and “I came to know that the Periyaparachery is the asylum for hooligans”.  The report strongly says that “There are many evidences to prove that this violence was against the anti social elements of Periyaparachery”. The Report tries to construct an image that there was a valid reason behind the violence, so it is nothing wrong in the killing of Daits. The Dalits were leading a worst life and the Periyaparacheri was the asylum for Prostitutes, thieves, rowdies etc. So the violence was essential to keep the ‘order’. The Report accepts all accounts which claims Dalits’ wrong doings led to the violence. At the same time it raises its doubts while narrating the damage of the Dalits. If one person tries to understand the violence through this Report, it is sure that definitely he/she will come to a conclusion that the violence was unavoidable one.
            The main demand of the procession of caste Hindus was to change the place of the vegetable market and the Bus Station. However the Report says that the requisition for the change of market and Bus Stand was only because of safety reasons and not because of untouchability or caste bias. It also upheld the statement of the Chief Minister that it was not a caste violence.  It also refutes that there were no slogans raised against the Harijans. The Report accepts all the witnesses of the caste Hindus without any doubt, but the Justice questioned all the victim side witnesses. For instance the report dismisses the witness of a Dalit woman Kalyani (Her house was first set on fire) by saying that “if Mrs. Kalyani’s witness appears as truth it was mixture of imagination”. Another witness was Mahendran who was a non-Dalit who married a Dalit woman and settled in Periyaparachery. He was an eyewitness of the brutality of caste Hindus, he narrated all the brutalities before the commission, but his account was rejected, the Commissioner’s reason was “I do not believe the witness is a genuine one”. Moreover the Report questions the marital legality of Mahendran and his wife, because they lived together. It also tries to establish that Salammal was not a legal wife of Shanmugam. It is understandable that what kind of image the Report trying to build upon Dalits by establishing these kinds of ‘illegalness’ attached to the Dalits life. Sellaram (witness 19) admitted that the caste Hindus were jealous about the decent living of the Dalits, this was the main reason behind the violence. But the Justice rejects the witness and accused the Dalits there by stating that “the educated and employed Harijans forget their relatives after settling in the city and they never come back to Periyaparachery.”



Report of David
            A Government Commission’s Report is not just a report, it is an authentic legal documentation and in a way it will act as valid source for any future reference. In this situation a Report on Villupuram Violence was an important intervention from the side of the Dalits. The Report was also published as a book by D. David. The intervention of the activists and academicians like David, Bharathan (Professor in MIDS), Brindavan Moses acted as a pressure group when the enquiry was in process. The Sadasivam Report agrees that “on demand of David I requested the police to send the criminal history and list of rowdies of non-Harijans”, from this statement we could understand that David’s intervention was an obvious one. David is a Dalit Christian born in 1932 in Vellore. He actively involved in the caste issues in the diocese. In 1971 after the demise of the Vellore Bishop David Mariyanayagam, David demanded for a Dalit Bishop, but did not happen so. He formed an organisation called Purapaduththapattor Manitha Urimaigal Sangam (Human Rights Association for Excluded Citizens) with the support of other activists like Aruldoss, Sadhananthan and Joseph, in order to provide legal assistance to the affected Dalits. From this association they organised many conferences, for instance in Madurai a seminar was held titled 'The Caste will exist until reservation exists, right or wrong.’ With this political involvement and understanding he voluntarily took the Villupuram issue in his hand, when he came to know the incident through newspaper. He prepared the Report with the help of Athony raj the then AICUF (All India Catholic University Federation) Secretary, and L. Ilayaperumal, Bharathan, and Arasappan.
            As a Lawyer he meticulously prepared the report with the help of witnesses, material evidences and data. Throughout the Report he used the term Harijan, to denote the Dalits. Though he used the Gandhian term Harijan, it is clearly visible that he understood caste in Ambedkar's perspective. In the report he explained how the caste functions in the society directly and indirectly. The report contains ten chapters excluding introduction. The fifth chapter titled 'Whether the Villupuram violence is a clash between anti social elements or caste violence'. The report explains what is group clash? And what is caste violence? it clearly says that group violence or clash of anti social elements is that the law breakers unite together without any caste, race, language and religion differences and involve in clashes for their self development or take revenge against rival group. But the caste violence is the conflict between two castes, in this conflict the anti social elements of a particular caste will attack the people of another caste. So when the dominant caste people attack the oppressed people we call it as caste violence. A particular caste must well plan to attack another caste and it takes place systematically when the opportunity arises. In the caste violence people of single caste or different castes but having the same goal may unite together and attack another single caste. In this attack some people involve actively in the violence but some people participate passively. But the passive people never try to stop the violators of their caste and cannot cooperate with the police and reveal the truth at the time of enquiry. But in the Villupuaram violence all the caste Hindus and Muslims united together against the Dalits. The violence extended for six days. Dalits started to protect themselves when they felt that the police and the government will not give enough protection. In the way David argues that these incidents clearly prove that it was systematic caste violence against Dalits, not a clash between anti social elements. In this violence people across the political party, poor, rich good people and bad people all took position against the Dalits. So if we see the educational and economic background of the violators we cannot say it as a clash between the goons. In the conclusion, the report stated that: 1. it was apparent caste violence executed by the non-Harijans and Muslims who had vengeance on Harijans. 2. The Government officials like revenue and police failed to stop the violence. 3. The District Collector P.S. Pandian failed to visit the spot immediately and also submitted the report to the Government by gathering the information through the revenue officials who did not even visit the spot. 4. It also recommends legal action against the Vilupuram M.L.A. Krishnan, who involved in the violence.5. Tamilnadu Chief Minister M.G.Ramachandran failed to produce the petition submitted by Chinnaraj before the Enquiry Commission. The C.M. also failed to get down at the spot when he crossed Villupuram on his way back from Madurai on 25.07.1978 and ordered the subordinate officials to take action.

Conclusion
            In the numerical majoritarian democratic political condition the state and major political parties support the opinion of numerical majority even if it is an anti constitution. In the Indian society the dominant castes want to preserve the system of caste since it gives ruling power, preserving and exercising caste hierarchy is not possible without oppressing the lower castes. But the oppressed sections of the society especially the Dalits want to liberate themselves from the clutches of caste. So the Dalits assert themselves but the dominant castes try to subjugate assertion by using violence. Since dominant castes enjoy the hegemonic position in the political power they use the state machinery against the Dalits. It could be understood by much recent violence like Kodiyankulam, Thamirabarani, Paramakudi and Dharmapuri. So far we understand that the idea of Enquiry Commissions is the strategy of the Government to reduce the anger of victims. But the review of the two reports on Villupuram (Sadasivam Report and David Report) violence clearly shows that the state not only oppresses the Dalits physically, but impose symbolic violence against the Dalits by setting up Enquiry Commissions.

Pandit Iyothee Thass and the Revival of Tamil Buddhism
We may say that great minds think alike when two scholars who lived in two different times and places reach a similar conclusion on the same problem. The traditionally educated nineteenth century Tamil scholar, Pandit Iyothee Thass as well as the twentieth century western educated intellectual from Maharashtra, Babasaheb Ambedkar, embraced Buddhism to show that it was the only way to annihilate the caste system. Both of them identified that the caste system had originated with the fall of Buddhism; therefore, believed the revival of Buddhism could perhaps liberate the people from the evil system of caste.
Pandit Iyothee Thass (1845-1914)* was born in a Dalit family in Royapettah in Chennai. He was a Siddha practitioner and a well-versed Tamil scholar having scholarly expertise in the traditional knowledge on astrology and palm-leaf manuscript reading. In 1870, Iyothee Thass founded Adhvaidhananda Sabha (considered to be the first institution-building activity in his life), in Uthagamandalam, where he was brought up. In 1891, he established an organization called the Dravida Mahajana Sabha, and on 1st December 1891, he organised the First Conference on behalf of the Sabha at Ooty in Nilgiris district. In that conference, ten resolutions were passed including the one on enacting a criminal law to punish those who humiliated untouchables by calling them Pariahs, creating separate schools and providing scholarships for matriculation education for untouchable children; providing employment for educated untouchables, and representation for untouchables in District Boards and Municipal Boards (Tamilan, 14 October 1908).
The resolutions were sent to the Indian National Congress and the Mohammedans' Association on 21st December 1891. In 1896, Reverend John Ratnam and Iyothee Thass jointly started a journal called Dravida Pandian. Another interesting piece of information is that, in 1882, Reverend John Ratnam and Iyothee Thass established a movement under the name of Dravida Kazhagam, (G. Aloysius, Nationalism without a Nation in India, Oxford, 2000); but this fact has been concealed so that no one now remembers Iyothee Thass as the pioneer of the Dravidian movement or anti-Brahmin movement.

Pandit Iyothee Thass exhorted Dalits to embrace Buddhism for annihilating the system of caste. With this objective he constructed an alternative history with the help of Tamil literature and folk traditions of Tamil. He demonstrated that the untouchables were the native Buddhists and untouchability was imposed upon them because they opposed the orthodox practices exemplified by the Hindu Brahmins. He asserted that Buddhism was the first anti-Brahmin movement in Indian history. So he called on the Dalits to return to their original religion, Buddhism.
In 1898, Iyothee Thass visited Sri Lanka along with Panchama School Head Master Krishnasamy and there he converted himself to Buddhism. The Theosophist, (a monthly journal of the Theosophical Society based in Adyar, Chennai) records it in the following words:
Pandit C. Iyothee Thass, he was one of the two gentlemen whom the Colonel [Olcott] took to Ceylon in 1898 as representative of the Panchama Community of Madras. Both of them were admitted into Buddhist fold by the High Priest Sumangala, and thus began a new era in the history of the unfortunate Panchamas [Dalits] of Southern India.
After embracing Buddhism, he soon founded 'The Sakya Buddhist Society' in 1898, at Royapettah, Madras. In 1907, he started his journal Oru Paisa Tamilan as an organ of this organisation. From 1907 all his social and religious activities were recorded in the journal until his death on 5 May, 1914. Iyothee Thass had close association with Colonel Henry Steel Olcott (an American military officer, who founded the Theosophical Society) and the Theosophical Movement in Adyar. Col. Olcott writes:
The problem of the origin and religious heredity of the Pariahs of southern India was so important, that I was determined to bring the communities into relation with the High Priest Sumangala, so that in case they were proved to have been original Buddhists their communities might be brought into close connection and under surveillance of the Buddhists of Ceylon. (Theosophist Magazine, April-June 1914, p. 315)
The Sakya Buddhist Society's branches were founded not only in Thiruppattur and Vellore in Madras presidency, but were established even overseas, such as in Natal in South Africa, Rangoon and Sri Lanka where Dalits had earlier migrated as labourers. Similarly, the branches of the Sakya Buddhist Society were established in Champion Reefs, Marikuppam, Kolar Gold Fields near Bangalore, then part of the princely state of Mysore, where Dalits had settled as mine workers. The oppressed people saw the colonial rule as an opportunity to come out from the caste oppression. They did not want mere reformation but worked for the annihilation of caste by uprooting the Hindu hegemony through returning to their original religion of Buddhism.
Sakya Buddhist Society started organising regular lectures on Buddhism called Buddha Dhamma Pirasangam (preaching of Buddhism doctrines) in the evenings. These lectures were held until midnight. The office bearers of every branch of the society regularly published reports about the activities of their society in Tamilan. Many intellectuals devoted themselves to spreading the principles of Buddhism under the leadership of Iyothee Thass. Large numbers of people participated in the Buddhist rituals, functions and celebrations. The cultural life of Dalits became Buddhist and Buddhist rituals were practiced in the life events of birth, marriage and funeral. The names of those who converted to Buddhism were also published in Tamilan(24 Aug, 1912). To cite an example of how successful the efforts of the society were, Dalits there got themselves categorised as a separate category of 'Buddhists' in the 1911 Mysore decennial census report.
Casteless identity construction
In 1881, when the colonial Government planned to carry out the second census, registration officials classified Depressed Classes as a new category within the Hindu religion. At the time, Iyothee Thass gave a memorandum to the British India Government requesting that the people of Depressed Classes in Tamil speaking land should be considered as Adi-Tamilar and not as Hindus. In subsequent decades the census department was keen on categorizing people on the basis of established customs and religion which meant the Hindu varna system. So every caste started establishing their caste associations in order to aggrandize their caste status in the census enumeration. It is not an exaggeration but a historical fact that every non-Brahmin caste equated their caste position either with Kshatriya or with Vaishya. But Iyothee Thass called on the untouchables to record their religion as Buddhism, which denounced the varna system. He called Dalits as Casteless Dravidians (Sathi Pethamatra Dravidar) because they were outside the system of caste.
Iyothee Thass termed the native inhabitants who followed Buddhism as Yatharththa Brahmana (actual Brahmins). Before the invasion of the Aryans, these native Budhdhists were the priests themselves. But the invading Aryans copied some ritual practices (not all) of the native Budhdhists and started to cheat the people out of selfish motives. So they were called Vesha Brahmana (pseudo Brahmins) by Iyothee Thass. He was also very critical of 'non-Brahmin' as a political category. He wondered how, while practicing the tenets of caste-based Hindu rituals, they could claim that they are non-Brahmins.

A Tamil weekly was started on 19th June 1907 bearing the name Oru Paisa Tamilan (after a year the name was changed toTamilan). It was edited, published and owned by Pandit Iyothee Thass. The average circulation of the weekly was 500. TheTamilan is the most renowned journal in Dalit print history because of its rich content and ideology. The four-page weekly was published every Wednesday in tabloid size. He wrote a series of articles on social and religious issues. The journal carried letters to the editor, articles, memoranda, circulars, etc. His activities were focused on reviving and reconstructing Tamil Buddhism among the Tamils.
Iyothee Thass's role in the history of Dalit emancipation is very important. He tried half a century before Ambedkar to interpret history, religion and literature of the Tamils from the point of view of Buddhism which was once popular and prevalent in the south (Aloysius, Nationalism without a Nation in India, p. 58.) Iyothee Thass used many sources for his interpretation like Tamil literature, translations from Pali texts, folk tales, proverbs, colonial data, etc.
Iyothee Thass dreamed of a casteless society. He came to the ideological conclusion that Tamil Buddhism was the right tradition to achieve this ideal. He wrote the history of India in the Inthirardesa Sarithiram, in which he argued that before the invasion of the Aryans, Indians were living peacefully without caste, following the doctrines of Buddhism. They had divisions like Brahmana, Vyshya, Kshatriya and Sudra but it was only a division based on labour and there was no graded status according to their profession. The uncivilized Aryans changed this mere division of labour into a caste division based on birth for their betterment. He reinterpreted many rituals, mythologies and traditions from the viewpoint of Buddhism.
The readers of the Tamilan were mostly new form of labourers working in mines and domestic jobs. During the second half of the 19th century, new occupations developed in India under the aegis of colonialism; for example, in mines, the army, tea estates and so on. The landless Depressed Classes started utilizing these new opportunities to free themselves from the caste-ridden agriculture system. So they willingly migrated wherever they got an opportunity. The modern work culture provided space for reading and induced them to think and work for their community. Tamilan had identified these new generation (non-agricultural labourers) as its readers. From the list of subscribers, we may surmise that the journal was circulated not only in the Tamil region but also in South Africa, Burma, Sri Lanka, Fiji, Mauritius, Singapore, Malaysia, Tanzania, etc., where Tamil people, especially lower castes had earlier migrated and settled for jobs.
Remembering Iyothee Thass
During the crucial time of modernization of Indian society, Iyothee Thass, a Dalit intellectual was able to use one of the tools of modernity i.e., print medium, to express his views and opinions. So far in Indian historiography only two views – nationalistic and imperialistic – are given importance; but during the same period there existed an independent view – that of Dalits – which was neglected in all historiography. Using print for the mobilization of dalits is quite interesting because in popular understanding, Dalits are seen as illiterate and uneducated. Here it is important to list out a few opinions of Iyothee Thass which occupied a prominent place in the Tamilan. He questioned the claim of the Indian National Congress that it was the sole representative of Indians. He never believed that Home Rule would bring any change in Dalits life. He stressed social transformation rather than political transformation.

Iyothee Thass tried to construct a unique political identity for the untouchables – such as Adi-Tamilar, Tamilan, Buddhist and so on. It is clear from the writings of Iyothee Thass that he considered the divisive and oppressive character of the caste system as antithetical to the spirit of nationalism. Dalits with their seemingly graded lower position in the hierarchical social structure had to take the position wherein they had to support the British. This is not a unique phenomenon in Tamil Nadu alone; the same happened among Dalits in Maharashtra where they resisted the Swadeshis and also in Bengal where the Namashudras supported the British openly. Dalits were very clear that this was the right time for them to claim social and political rights and Iyothee Thass, as a modernist, concentrated on the spiritual realm to carry forward those struggles.
